MacPorts DB has outdated maintainer information

The MacPorts DB doesn't seem to be updating ports' maintainers properly.

For example, the MacPorts DB page for the q port shows it has no maintainer, but I am its maintainer since r32081.

The pages for curl and wget show they're maintained by yeled, but I took them over in r28530.

The version information in the Port Packages section of those pages is being updated with new information. But for some reason the maintainer information isn't.

I can see how this is happening. We actually maintain separate maintainer information for a "port" from any submitted portpkgs. When a new portpkg is submitted where there was no previous information for a port, we set the maintainer. Otherwise, the port maintainer is never set.

This is a policy issue: the general idea behind mpwa is that anybody can submit a portpkg for a port; we don't want to blindly update the port from the latest portpkg submission. Once we have authentication working, we can actually implement support for setting the maintainer of a port, who will then receive special status.

We have a gsoc student working on mpwa; hopefully he can get to this issue. I'm assigning this bug to Rick.
