hfstar fails to build with latest xgettext from gettext port

Description
The xgettext program (in the gettext port) doesn't like some of the files from hfstar (at least one isn't pure ASCII). xgettext needs to be told to handle the files as ISO-8859-1.
unidiff patch to Portfile and the new patch file patch-po_Makefile.in.in to be attached
