BUG: xorg-X11R6.7.0 install creates a new /etc

Description

On 10.3 /etc exists as a link. When installing xorg-X11R6.7.0 on 10.3 it creates a new /etc which is empty (except for /etc/fonts and /etc/X11.) This causes a problem when you next boot because nothing in /etc can be found.

I THINK this only happens if you have apple's X11 previously installed.

fonts.conf is the configuration file for the fontconfig library - but I'm not sure if OS X uses the fontconfig library for system-wide fonts.

I fixed the bug with PKG, in r29445. That takes care of the installing-a-package-made-my-system-unbootable issue.

/etc is still an mtree violation, though. just less severe.
