ftgl: separating doc as a variant

Description
doxygen is not absolutely necessary unless HTML doc is desired. The configure script also looks for tools to build TeX doc such as pdflatex, epstopdf, convert. A user may or may not need docs so it is better to be separated as a variant.
In fact I had trouble upgrading octave since octave depends on ftgl and ftgl in turn depends on doxygen, which had a build problem (#22426).
