Description
The Perl module Unicode::Collate has been updated for the first time in nearly 5 years. I'm attaching a portfile patch.
I'd like to call attention to the "master_sites" line I added to the portfile and have someone with more experience vet it for me. The problem is that with the perl5 defaults, all of the standard CPAN mirrors will be searched, but for some reason none of the mirrors have picked up this module in the usual place yet. I have added a known good download path, but this does not prevent the default paths from being searched fruitlessly.

Thanks, updated in r64910. The regular mirrors still don't have the file, so I agree it's reasonable to change the master_sites for now.
