sdcc @3.0.0 depends on gputils at runtime too

Description

The sdcc port should list gputils as both a build and run dependency, since gputils provides the linker, etc. for PIC machine code generated by sdcc. Also added a comment for future reference to prevent a repeat of the outdated gputils issue
