minc: update to 2.0.18

Description

minc is currently at version 1.5.1, but development of the 1.x series ended in 2006. Can we update the port to 2.0.18?

Or we could leave minc at 1.5.1 and make a new minc2 port for 2.0.18. But I would only suggest this if there is some reason why someone would still prefer to use version 1 instead of version 2.

minc, libminc: replace minc with libminc

Upstreams, minc was split into libminc and minc-tools. This makes the
broken port 'minc' obsolete with the new port 'libminc' (version 2.4.05)
as a replacement.

The upstreams tool package minc-tools, apparently unmaintained with its
last modification dated in 2015, doesn't build because of missing header
files (among other reasons) and is therefore omitted from this change.
