Can't deactivate port with deactivated dependent

Description

I want to deactivate the ruby port. The swig-ruby port depends on it, so I deactivate swig-ruby. When I try to deactivate ruby, I'm told:

Unable to uninstall/deactivate ruby @1.8.7-p334_0+thread_hooks, the following ports depend on it:
--->  	swig-ruby @2.0.3_0

So, I must uninstall a deactivated port in order to deactivate one it depends upon.

The semantics for deactivate should be the same as for uninstall, it seems to me.
