xapian-bindings: add perl

Description
Perl bindings to Xapian are available on CPAN as Search::Xapian. Can these be added to the xapian-bindings package, or made available in a a separate port?

The perl bindings are distributed along with all the other bindings so building these as a variant is not an issue. I'll add when I bump to 1.2.8

Separate ports (or subports) for each binding would be preferable to having to select variants of a single port.
A patch adding a perl variant was submitted as part of #33377 but it used "perl" instead of a specific version of perl.
