Does this only happen for ncursesw, or for other ports too? Can you please attach the log?

Added attachement. I've uninstalled macports as per the documentation, then reinstalled. Attached is the logs from when I tried to install some new stuff.

Ok, looks like in all cases, fetch is failing, but the log isn't explaining why. And if you completely uninstalled MacPorts and reinstalled it, then that should have ruled out an installation problem. Is there anything unusual about your Internet connection? Do you use a proxy server for example? If so, have you informed MacPorts of it using macports.conf? Has MacPorts ever worked before for you?
