aspell has been updated to 0.60.2 but dictionaries are still 0.50

Description
The aspell program has been updated to 0.60.2 but the dictionaries are still at version 0.50. According to http://aspell.sourceforge.net/man-html/Upgrading-from-Aspell-0.50.html, the dictionary option strip-accents has been removed between aspell 0.50 and 0.60.2.
Thus, the 0.50 dictionaries are incomptable with the 0.60.2 program.

That's not entirely correct. It says the 0.50 version of the English dictionary is incompatible. I've just committed an update to the English dictionary (and a few others that had updates available) which should fix the problem.
