Description
mapserver port hasn't been worked in a while, maintainer did not reply in #30250 that is more than a year old.
I'm updating the port using patch from #30250. I'm setting the reporter of #34033 as new mantainer of mapserver since the reporter of #30250 has given up in #34614 due to understandable frustration in not getting an answer.
The three reporters of the aforementioned tickets are in CC list, the original mapserver maintainer is added too.

Committed upgrade to 6.0.3 in r96046, added openmaintainership and myself as temporary maintainer for port tuning.
