Problems with jpeg when installing octave-devel

I'm trying to install octave-devel but the installation always fails in jpeg:

Your setup is corrupt somehow because jpeg somehow got installed outside of Macports presumably. You can force the activation:

sudo port -f activate jpeg

This is a tech support issue. Follow-up on the ​Macports Users mailing list.
