It's fine to add this bindings always. It only adds C++ related files, the header and dynamic libraries, nothing else changed.

If we're just adding a variant, there's no need to increase the revision.
However, is there any detriment to adding these bindings always? If not, then I'd do that, and not add a variant, and in that case, increasing the revision should be done.
