github portgroup changes necessitated by recent github changes

github has recently changed how download links for tags are posted on their site, which breaks the livecheck in the github portgroup.

Download links are still working, but in the HTTP 302 redirect header, the word "legacy" appears, which makes me think we might need to be updating download URLs as well.

I think the livecheck is fixed in r99357. Have not yet investigated download URLs.
