doxygen @1.8.3.1: perl5 should be marked as license_noconflict

Description

Doxygen’s license conflicts with GNU dbm’s, preventing us from distributing binaries of doxygen. This should be fixed through gdbm’s dependent, perl5: 

license_noconflict perl5

This should be fine, since the build only uses Perl for some scripts and ​not for linking.
