gnuplot: use elisp PortGroup

Description

Use elisp PortGroup (see #39019) for GnuPlot.

I'm submitting this before committing so that others can check if I made any mistake: 

variant emacs description "An emacs mode for working with gnuplot" {
    depends_build-append    port:${emacs_binary_provider} 
    configure.env-append    EMACS=${emacs_binary}
    configure.args-delete   --without-lisp-files
    configure.args-append   --with-lisp-files --with-lispdir=${emacs_lispdir}
}

Just curious: why is it suggested to use "path:" rather than "port:" to specify the dependency?

This looks good to me.

As for the use of path: vs port: -- no real reason, was just an arbitrary choice.
