raxml @7.2.9: update to 7.6.6

The RAxML project is now hosted on GitHub which is the only source of distfiles, so the Portifle has been updated for this. Additionally I've tried to patch in a port variant for AVX Intel extensions for i7 CPUs, but I don't actually have a Mac with an i7 so this is untested. Can someone with an i7 review this variant and +AVX being included as default when you install.

A few things off the top of my head:

• You don't have to cc yourself, ticket reporters are automatically notified anyway
• See if you can get upstream to supply an actual tag to download from, instead of just a hash
• Try to use at least 2 checksums. Since you're already using sha256, the next strongest one after that (that MacPorts supports) is rmd160.

​https://github.com/stamatak/standard-RAxML/issues/9 I raised an issue for this, but its an outstanding request for over 6 months and the version of raxml currently available on MacPorts is really out of date.
