'port upgrade -a' should have an option to work recursively

Port upgrade -a upgrades all packages that our out of date. Packages that depend on older versions are not updated, and there doesn't seem to be an easy way to force reinstall of packages that depend on an older version of a package.

The direct reason of posting this feature request is an update of the zlib port. 'Port upgrade -a' will only install the new version of zlib, but won't reinstall the ports that depend on zlib. This is annoying when upgrading a much-used library, especially so if the old version would contain a security problem.

The summary mentions 'should have an option' because the user should be able to control this behaviour, you might not want to rebuild your entire ports tree just because a tiny library was updated :-)
