PortsAutoComplete: add autocompletion of ports and autoassignment to maintainer in port tickets

Description
this ticket is to track installation of the PortsAutoComplete trac plugin in trac.macports.org.
It has been proposed in the macports-dev user list here.
The source is maintained here users/elelay/PortsAutoComplete.
The plugin depends upon a Postgresql database of current Portindex, see #40579. I think it works as expected and I've tested it locally.
Current status quo is that the GPLv3 license is blocking any installation on trac.macports.org, which is hosted by Apple Inc. I'm willing to release it under another open source license since I've been developing it only for us.
It has been heavily adapted from autocompleteusers 0.11 (BSD 3 clauses) and includes the jQuery autocomplete plugin (MIT or GPL).

I've released PortsAutoComplete under the modified BSD license, which is the exact same license as Trac.

Now that we host our own trac instance, there should no longer be any blockers towards getting this done.
Any progress on that? There was a user on IRC today wondering about this missing functionality.
