py-flake8-mccabe @0.2.1: new port

This new port is needed for a new py-flake8 port, to be submitted subsequently.

The original name (PyPI name) of this port is mccabe, but as it is a flake8 plugin. So I would prefer to have this appear in the port's name, which is more consistent with other plugins.
