Upgrade CLHEP once the problem of wrong include order gets solved

I upgraded CLHEP in r117827 with a weird patch. I still believe that CLHEP should be fixed upstream, but I opened a new ticket #42872 to address the (non)inclusion of -I${prefix}/include in CXXFLAGS.
