distfiles aren't getting mirrored

sqlite3 was recently updated to 3.8.4.2
r118317

However, sqlite-autoconf-3080402.tar.gz has not made it into the distfile mirrors.
i.e. ​http://distfiles.macports.org/sqlite3/

It appears that sqlite-autoconf-3080402.tar.gz is only available from ​http://www.sqlite.org/2014

Note this is not the case with sqlite-autoconf-3080401.tar.gz

I can manually work around this issue, but it breaks private mirrors for organizations that use MacPorts without direct internet access.

I've seen this happen with other ports too. See for example #43175 where the ImageMagick distfiles didn't get mirrored.

Also true for a number of recently updated packages, including gobject-introspection-1.40.0, lcms2-2.6, harfbuzz-0.9.27, curl-7.36.0, swig-3.0.0.

Could be a long list. Manual workaround got more painful.
