pidgin-otr 3.2.0 does not work or build with libotr 4.0, update to pidgin-otr 4.0

Description
Since libotr has been updated to version 4.0, pidgin-otr 3.2.0 does not work anymore. It does not even build. Apparently it cannot find the libotr headers:

pidgin-otr 4.0 was released along with libotr 4.0. Upgrading to this version should fix the problem.

Updated to version 4.0.0 in r121551. Now builds with libotr 4.0.
