py-qutip update to latest release (3.0.1)

This patch updates the qutip version. It also drops some dependencies that are no longer needed (QT) and that are optional (mayavi and VTK)

• The revision line needs to be set to 0 as with all version increases. Since that is the default, the revision line should be removed.
• Is the license field change due to a license change for the project, or was it simply incorrect before?
