Well the error in the log is: 

:info:build Cannot find blib even in /opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_perl_p5-term-readkey/p5.16-term-readkey/work/TermReadKey-2.32/../../../../..

Don't know why. Builds fine for me.

Buildbot is busy building all the ports Mojca revbumped, about halfway done. Will probably be done with all of them tomorrow. You could retry then and will probably get a binary then.

Though I cannot reproduce it on my system, it seems like it might be a parallel build problem, since I do see "-j12" in your log. Try disabling parallel building for this build with: 

sudo port clean p5.16-term-readkey
sudo port upgrade p5.16-term-readkey build.jobs=1
