Description
After upgrade to Mavericks py-pyfits does not install.
I have uninstalled all my ports and then installed them.

That is odd. It is complaining that the file setup.cfg does not exist, but it is in the source tarball. Could you try cleaning the port and resinstalling?
sudo port clean py27-pyfits sudo port install py27-pyfits

Strange behavior. In the past I have used port install py-pyfits. I did a clean and a subsequent install and still had the problem.
However, doing asked here (using py27-pyfits instead of py-pyfits looks like it worked.
