The port seems to be defect and abandoned. No reply to ticket #34968.

You are misinterpreting what it says. It is simply stating that a non-Macports team member who is opening the ticket cannot assign it to anyone and thus instead must Cc the maintainers. This is true for any ticket.

The port is set to nomaintainer in r126599.

I tried to follow the port abandoned policy here.
I understood that "non-macports team" maintainers should be CCed instead (see item 2). If this is not what we want (anymore), the policy should probably be updated/clarified.
