As cmake had failed trace mode, I had assumed that cmake was a missing build dependency. Changed depends_build to depends_build-append for port:pkgconfig.

port:cmakeshould not be added todepends_buildbecause the cmake portgroup already puts it there. Rather, the problem is that the port setsdepends_buildtoport:pkgconfig; it should instead append that todepends_build.
