my choice of portname vs distfile name is intenctional. most people would be looking for a port called 'mandoc' AFAICT

Added in r134595.

I've changed the following:

  • provides a dynamic configure.local overrides file that is how this custom build system is supposed to be used
  • set way more options previously "autodetected"
  • rename some binaries and man pages via configure.local so that they do not conflict with our man or groff ports
  • fixed universal building by adding build.env and declaring a universal variant beforehand
