I have no "PortGroup octave 1.1" as required by the Portfile. Can you clarify, please?

That snuck in, as I hadn't fixed the octave package template.

OK; thanks. Now, I'm getting the following when compiling:

OSX 10.8, Xcode 6.1 (Build version 6A1052d), using +gcc48 variant.

Hmm.

I built under 10.9 with +gcc49 (against octave 4.0.0)

Maybe there is an issue with gcc48 (and perhaps versions below), as gcc49's gfortran did not throw such an error.

Added missing octave-signal dependency.

Also built using gcc5 under El Cap.
