can't download restore_ports.tcl as per "Migration - MacPorts"

Following the migration instructions at wiki:Migration Step 3e fails because I can't download restore_ports.tcl Error is: 403 Forbidden You don't have permission to access /repository/macports/contrib/restore_ports/restore_ports.tcl on this server.

So for now, I have no MacPorts on El Capitan, since as part of the migration I just uninstalled what I had. That means, I have no database, no webserver, ...

Maybe downloading that upgrade script should be done before one uninstalls the ports for the previous OS version.

Leaving the ticket open until someone reads the comment about maybe moving the step to download the restore_ports.tcl script earlier in the recipe.

There's no need to change the instructions. This was a server misconfiguration that was fixed. Duplicate of #49288.
