doxygen-1.8.9.1 on OSX El Capitan 10.11.2 build failed

doxygen fail to build on OSX 10.11.2:

$ xcodebuild -version
Xcode 7.2
Build version 7C68

doxygen failed to build as a dependency then I did the following:

$ sudo port clean doxygen
$ sudo port install doxygen
