rsnapshot: update to 1.4.1

This patch updates rsnapshot from 1.3.1 (released in 2008, I think) to 1.4.1 (released in August 2015).

If this patch is accepted then #47993 is no longer needed because it's fixed upstream.

I've also made the port dependent on p5-lchown rather than specifically p5.16-lchown. Hope that's the right approach.

This is my first MacPorts patch. Apologies in advance if it's not quite right.

Some notes:

• It is not correct to depend on the stub port p5-lchown. We directly specify the perl version like it was. Now that the default in Macports is perl 5.22, please test and specify that version.
• The revision line should be removed because it starts at 0 when increasing the version and that is the default.

Thanks for the notes. I've removed the revision line, made the Perl version explicit and tested with Perl 5.22.
