py-{,auto}pep8: update, remove retired subports

Description
I would like to solve the pep8 vs. flake8 version conflict and ticket #50513 for good. Therefore I propose to
- update py-pep8 to 1.7.0
- at this point: remove py26, py33 and add py35 subport
- this requires that py-autopep8 has the same subport retired/added
- being there: upgrade as well
The port is openmaintainer. I therefore could proceed myself if there are not relevant concerns.

I only pull python packages via virtualenv so I havn't payed to much attention to upgrade the macports packages sorry for that.
So are you still interested in maintaining these ports, then?
Please go ahead a submit the patches needed to upgrade.

BTW: Patrik, please let me know I if should to anything about the maintainer. I could take care of these two, as they are closely related to flake8, which I am already maintaining.
