lapack 3.6.0 update from svn instead of the tarball

Description

i installed a couple of ports that use lapack which pull 3.6.0 tarball but it doesn't include the latest patches, one of which i use in dgesvdx. i verified the routines don't have the patches.

i didn't see any variant to force a pull/update from the lapack repo.

It is preferred to fetch from a tarball, not from a version control system. If there are important patches that are not in the latest released version, we can add them to the port. However, if they are really that important, upstream should release a new version containing them.

version 3.7.0 was released december 2016

lapack was updated to 3.7.1; see #54472. We won't change the port to fetch from the repository nor add a variant to do so.
