Comments:

• Make an attempt to determine the license and either use or remove the commented out license line.
• We are not supporting perl before version 5.22, so the versions below that should be removed.

Since there has been no response in over a month, I've taken the liberty of making the required changes as follows:

• license is the same as perl itself according to metacpan.org
• perl branches trimmed
• add noarch
• add optional dependency p5-proc-processtable, required for full functionality and to pass tests.
• left maintainer as nomaintainer but can change that if the reporter (or someone else) would like to take on that responsibility.
