Fair point, according to http://www.paramiko.org/changelog.html However, it should only affect installation requirements; no API changes are intended or expected. Please report any such breakages as bugs.
Alternatively, version 1.17.1 (or 1.16.2) are available with bug fixes.

Yes. But new paramiko 2.x is totally different (using new set of underlying libraries), and I'm not sure, if paramiko 2.x is fully backwards compatible with paramiko 1.x.
