trac: mobile-friendly layout

Description
When I only have access to trac via my mobile I often miss a more mobile-friendly layout. My mobile's screen is not wide enough to display the standard page in full width, neither for ticket timeline nor in ticket view. Typing this in a magnified text edit field is indeed close to painful. ;-)

I think we'll sit this out and wait for Trac upstream to do this.

Ryan wanted to re-do the Trac layout in bootstrap, which would achieve this. It's a major task, though, so probably not happening over night.
