Description
The attached patch upgrades fpc to the current 3.0.0 release version.
1 significant modification: the install location has been set to ${prefix}/libexec/fpc, to align with the principle that this is the location for port-specific "subprefices" (cf. the Qt and llvm ports, as well as MacPorts itself). Symlinks to the port's executables are installed in ${prefix}/bin.
The port also contains the proposed/prototype subport for the chmcmd utility that is of more general interest and the subject of request #53077 (which is thus superseded by this ticket).
