python27 @2.7.13 fetch failed on osx 10.5

Fetch failures due to https on 10.5 are well-known and will be resolved once we are properly mirroring distfiles on our own http server again.

unfortunately this broken python27 dependency is not allowing me to install git or update boost

will the mirroring issue be resolved in 2016 or some time next year?
