According to this issue here,

VeraCrypt 1.19 should be able to use osxfuse without a MacFuse compatibility layer.

Having installed osxfuse 3.5.5 using MacPorts 2.4.1 and rebooting after that, the VeraCrypt installer still complains that no osxfuse is installed (and that version 2.5 or above is required).

This seems to document an issue in VeraCrypt. Please indicate which change in MacPorts is expected to solve this.

I've just added a VeraCrypt patch. It turns out that upstream VeraCrypt attempts to detect /usr/local/lib/libosxfuse_i64.2.dylib. I've patched that out and the port mounts encrypted volumes fine.

Closing as this is an upstream issue.
