allegro5: Update to 5.2.2.0 and switch to Github

Description

I have a modified Portfile updating allegro5 to the latest version and switching to GitHub as the source. See #54154.

The problem is that while it builds for me normally, I am not able to get the universal build working. So I won't commit this yet.

  • Switch to GitHub.
  • Obsolete -devel sub-port.
  • Add missing dependencies.
  • Remove un-needed patches.
