Not sure what to say. Make sure your system is fully up to date with all the app store updates, make sure you have Xcode 9 and the current command line tools installed. Then sudo port clean libsdl2 and try again.

Looks very similar to #54940, in which the user had forgotten to update Xcode.

Doh, you are absolutely right. I had an old version of Xcode, sorry for the trouble.
