libhidapi, hidapi-devel: Merge both ports into a single port

From https://lists.macports.org/pipermail/macports-dev/2017-October/036593.html:
As this library already existed as hidapi-devel, we should merge the two ports. Apparently I did not know of or check for tickets when I added the port. I did not port the 0.8.0-rc1 tag as the master branch has some fixes related to macOS.
If you think it makes sense to keep both releases, we could add the 0.8.0-20160920 as a -devel subport only. I have no particular preference whether we want to keep the name "hidapi" or "libhidapi".
