lcov: Update to 1.13

Description
There is a compatibility problem between the lcov port and the most up to date installs of xcode and the xcode tools on sierra 10.12.6
The problem prevents lcov from properly determining the version of gcov in use on the machine
The current version in ports is 1.12, and the providers inform me that this problem is fixed in 1.13 of lcov
Is it possible to update the port and add 1.13, please?
