Update Bazel to latest version

In the future, please add the maintainer (if any) to the CC field. In this case: port info --maintainer Bazel

I opened a pull request (​https://github.com/macports/macports-ports/pull/1098) that had changes to update to 0.8.1 and get around some problems with the bash completion script that were introduced after the 0.5.2 release. I didn't get a chance to sort out the concerns raised in the comments yet, but someone has already integrated a change (​https://github.com/macports/macports-ports/pull/1154) that updates to 0.8.1. Unfortunately, it also gets rid of the bash completion script. I'll have to get to the bottom of the completion script issue before I can add it back. At least the next port tree update will have version 0.8.1 included though.
