The deactivate hack is needed in the py-josepy port, not in the py-acme port.

Looks like
jwshas moved from py-acme to py-josepy. If I forcibly deactivate py27-acme @0.20.0, then of course I can activate py27-josepy @1.0.1, and I can also upgrade py27-acme to @0.21.0. So py-josepy needs to use the deactivate hack to deactivate py27-acme < 0.21.0 before activating.
