dnsmasq not coming up properly after reboot

I've added the port to run on startup with:

$ sudo port load dnsmasq

Machine reboots, the process is running; however any dns requests hang.

have to run:

$ sudo port reload dnsmasq

at which point everything works fine.

Just checked on 10.15, and dnsmasq starts up at boot and shown listening via lsof. Queries to the listening port are also answered.
