py-rope: update to support py37

Description

I updated the Portfile to support python3.7. The py37-rope builds and installs without incident. I ran the test suite. Most of the tests pass: 

Ran 1672 tests in 13.281s

FAILED (failures=8, skipped=14)

The test log is attached.
